The 4th Steering Committee Meeting of the European Union (EU) funded ‘Water and Environment Support’ (WES) in the ENI Southern Neighbourhood Region Project was organised online the 24th of January 2023.
LDK Consultants is leading the WES project consortium which is consisted of high-caliber engineering and development consultancies, NGOs and organisations from the Mediterranean countries and Northern European countries and is implementing a highly challenging and strategic technical assistance.
The updated plan of activities for 2023 was presented and endorsed by 80 stakeholders from 14 countries, such as the WES Water and Environment Focal Points, representatives of the European Commission, the Union for the Mediterranean and the United Nations Environment Programme /Mediterranean Action Plan.
The project impact and legacy was praised by Ministries of the 8 Partner Countries (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestine and Tunisia), UNEP-MAP and the European Commission.
WES is an EU funded, regional, Project aiming at protecting the environment and improving the management of scarce water resources in PCs of North Africa and Middle East.
Its team of water and environment experts organise trainings, workshops, consultations and study visits on water and waste management, the reduction of plastics pollution and marine litter in the Mediterranean Sea and greatly contributes to embedding circular economy principles in the policies of the PCs.

The CEO of LDK Consultants Mr. Stavros Damianidis and energy experts Ms. Anastasia Spanou and Mr. Theofanis Benakopoulos participated in the Kick-off Meeting of the Project “Life+ funded European project ENERGATE” that took place in Athens on January 25th, 2023.
ENERGATE aims to set up an online marketplace by setting up a methodological approach for aggregation of energy efficiency projects into larger “packages”, so as to transform the complex set of decision-making actions for building renovation into a user-friendly and single-entry ICT-enabled solution.
ENERGATE will:

- Create an effective energy-efficient marketplace
- Enhance robust decision-making processes
- Boost energy services and sustainable financial techniques

As part of the EU-funded project “Further Development of Energy Planning Capacity”, that LDK Consultants is implementing, Serbia is preparing the Integrated National Energy and Climate Plan (NECP).
The NECP takes into account the five dimensions of the Energy Union Governance Regulation and defines the 2030 targets that will lead to a greater share of renewable energy sources in the energy mix, an increase in energy efficiency, a reduction of greenhouse gas (GHG), further development of the internal energy market, enhancement of the energy security, and will also stimulate research, innovation and competitiveness.
Public Consultation for NECP and SEA will be launched soon
The draft NECP is completed and the public consultation (among civil society organizations as well as citizens, business entities, universities and academia) will start early 2023. The draft NECP will be submitted to the Energy Community Secretariat and to the governments of neighboring countries for cross-border consultations.
In parallel, the draft Strategic Environmental Impact Assessment (SEA) on NECP, will also be subject to public consultation.
Extensive and transparent target-setting process for the Serbian Energy and Climate Policy
The elaboration of the draft NECP was a 2 year-long process that involved the development of a set of interlinked modelling tools to provide analytical insights for the decision-making process of the NECP and the development and examination of 33 different scenarios, with more than 90 variations on energy and climate planning until 2030, and with a projection until 2050.
At least 7 rounds of scenarios preparation performed, have been based on the modelling capacities for improving the energy and climate planning process - Serbian Energy Modelling System (SEMS), a tool for macroeconomic analysis (based on MANAGE) and a tool for a high level of Renewable Energy Sources (RES) participation (based on ANTARES) for analyzing the possibility of including a large amount of RES in the power system.
More than 600 model-runs were performed, followed by the preparation of 7 modelling results reports, as well as 12 Working Group Meetings and about 50 bilateral meetings held. The process involved the engagement of a Working Group consisting of a large number of stakeholders from the public and private sectors and civil society organizations.
Strategic Framework
The Energy Sector Development Strategy of the Republic of Serbia will be prepared with a horizon of the year 2040 with projections up to 2050. The Energy strategy will take into account the report on National Determined Contribution and the draft bill on the Carbon Development Strategy.
