LDK Consultants is proud to have contributed to the elaboration of the National Energy and Climate Plan (NECP) of Serbia, as lead partner of the EU-funded project “Further Development of Energy Planning Capacity” in cooperation with the Centre of Renewable Energy Sources and Savings (CRES).

At an event held on 27th July, 2022, the Ministry of Mining and Energy of Serbia presented the preliminary 2030 targets for the Integrated National Energy and Climate Plan, which has been under development since February 2021, and announced the upcoming launch of the public consultation.

The event was attended by the Minister of Mining and Energy, Professor PhD Zorana Mihajlović, the Ambassador of the European Union to Serbia, Emanuele Giaufret and the Director of the Energy Community Secretariat, Mr Artur Lorkowski.

The elaboration of the draft NECP was a 1.5 year-long process that involved the development of a set of interlinked tools to provide the analytical insights for the decision-making process of the NECP and the development and examination of 33 working scenarios, with more than 90 variations on energy and climate planning until 2030, and with a projection until 2050.

More than 550 model-runs were performed, followed by the preparation of 7 modelling results reports, as well as 9 Working Group Meetings and about 50 bilateral meetings held.

The process involved the engagement of a Working Group consisting of a large number of stakeholders from the public and private sector and civil society organisations.

Also, the Ministry of Mining and Energy has launched a procedure for collecting the opinions of various educational and scientific institutes and associations on specific topics, while the representatives of the Energy Community, European Commission, EU Delegation to Serbia and the EBRD are included in the activities of the Working Group.

LDK Consultants is proud to act as the lead technical assistance consultant of the EU funded project, “Better Services for Consumers in the Reformed Energy Markets”, and in cooperation with Ernst & Young Ukraine and Elia Grid International, is assisting the Ukrainian public authorities to reform the electricity and gas markets in line with the provisions of the EU-Ukraine Association Agreement to the benefit of consumers.

The project supports the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) – being the main beneficiary of the project – and other relevant stakeholders in important elements concerning the operation of electricity and gas markets and consumers protection.

Within this context, on 6-7 July 2022, the project team hosted the two-day Training webinar on Demand Response Management in order to facilitate NEURC in becoming harmonised with the EU acquis.

Senior international experts from Elia Grid International, accompanied with local experts from Ernst & Young Ukraine and the coordination team from LDK Consultants, shared their expertise on the EU best practice regarding Demand Response Management, and how such mechanisms can be developed and introduced in the Ukrainian market.

The project team will continue its close collaboration with NEURC in order to develop the necessary recommendations and proposals to facilitate the creation of this nascent market.

The key purposes of the project are to support the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) in important elements concerning the operation of electricity and gas retail markets and consumers protection, namely:

  1. Improving the functioning, transparency and competition of the wholesale electricity and gas markets, including:
  • Effective monitoring of electricity and gas markets;
  • Effective unbundling of distribution companies;
  • Assistance towards reporting and monitoring of wholesale markets as per REMIT provisions;
  • Monitoring of electricity reforms process focusing on the liquidity of electricity market.
  1. Developing electricity and gas retail markets that benefit consumers, including through strengthening consumer rights, including:
  • Strengthening NEURC’s role on protecting consumers rights;
  • Provision of support towards addressing energy poverty issues.

The consortium, led by LDK Consultants with Juru Energy and Bengt Dahlgren, organised a Workshop on Thursday, the 7th of July 2022 in Tashkent, capital of Uzbekistan, on cost optimal heating and cooling technologies for buildings, as part of the World Bank funded Project “Decarbonisation of heating and cooling systems in buildings in Uzbekistan (ESMAP).”

Overall, this project aims to analyse sustainable heating and cooling solutions and propose best applicable options for the following categories of buildings: schools, preschool institutions and hospitals, all within the context of a decarbonization pathway.

There is enormous potential for energy performance improvements and GHG emissions reduction in buildings in Uzbekistan and indeed significant investments are expected.
