Type of Services

LDK has been contracted to carry out an ESIA for the existing offshore facilities (complex of three plus one existing platforms and submerged pipeline connections) and the new proposed facilities (two new drilling self-installing platforms (SIP) and submerged pipeline - umbillical connections) including:

  • Baseline environment including:
  • Marine biology surveys, benthos sampling to assess the ecological status of the significant benthic communities and overall the area’s marine ecology,
  • Sampling campaigns and lab analyses of sediment, marine spp for hydrocarbon and heavy metals, to assess possible  presence of pollutants
  • Special ecological study (due to the protected area of Nestos Delta (National Park, Natura 2000 and Special Protection Area - SPA),
  • Comparative analysis of alternatives,
  • Project description (existing and forthcoming)
  • Coordination with QRA consultant for preparation of Report on Major Hazards (RoMH) including:
  • HAZID (hazards identification – definition of the scenarios giving rise to major accidents),
  • Assessment of the likelihood or frequency of the defined scenarios
  • Assessment of the consequences, to people, associated with the defined scenarios
  • Combining the frequency and consequences to derive estimates of the numerical levels of risk
  • Risk assessment - comparison of the estimates of risk against risk tolerability criteria
  • Safety critical systems,
  • Modeling for accidents due to oil spills and releases to the atmosphere,
  • Safety measures – ALARP (as low as reasonably possible) – risk reduction strategies and emergency response, in accordance to Directive 2013/30/EC and Barcelona Offshore Protocol,
  • Environmental scoping
  • Stakeholder engagement plan, focus group consultations
  • Impact assessment (environmental & socioeconomic) of all existing operations, new installations, new operation system (cumulative) and decommission,
  • Mitigation measures,
  • Environmental management and monitoring plans as per National legislative framework and EBRD Environmental & Social Policy handbook (May 2014).

Description

Energean Oil and Gas intends to increase production from its Prinos concession area and has therefore initiated the Prinos Exploration Area field development project, comprising of two additional wellhead platforms with inter-connecting flow lines, and associated risers and topsides. For the exploitation of these two extra platforms, Energean should be granted from YPEKA (MoECCE) an environmental permit.  The platforms, named Lamda (for Epsilon field) and Omicron (for Prinos North field and others) will be situated about three kilometres to the west and two kilometres to the north of the existing Prinos Delta platform, respectively.

The objective of this assignment is the timely issuance of the approved Environmental Term for the Prinos new Development Project and the amendment of the existing approved Environmental Terms by the Greek Ministry of Environment Energy and Climate Change.

The consultant’s services are the preparation of an EIS study according to Ministerial Decision 170225 (Government Gazette B’ 135, 27.01.2014), Law 4014 (GG A’ 209, 21.09.2011), Ministerial Decision 1649/45 (GG B’ 45, 15.01.2014), Ministerial Decision 1958 (GG B’ 21, 13.01.2012), Law 855/1978 (GG A’ 235), and in accordance with all relevant and appropriate Greek Legislation and European Directives and Environmental Best Available Techniques.
