Type of Services
The services provided by LDK include the following:
- Assessment of the current environmental status at the level of the selected industries, involving site visits at the 10 industries located at several locations around Lebanon;
- Prepare a major findings report right after the site visits, to flag up key issues identified at the facilities visited;
- Conduct Environmental Audits for 10 industries;
- Conduct necessary follow up to the industries for collection of supplementary information;
- Prepare a tailor made measurements campaign for each industry, to include a list of parameters to be sampled, sampling locations, sampling conditions, sampling methodology, as well as analysis instructions for each specific industry involved;
- Prepare and submit final Environmental Audit Reports, including Compliance Action Plans for 10 industries;
- an Environment Management Plan (EMP) and a Compliance Action Plan (CAP) suggesting pollution abatement projects, suitable for each case of industry involved. Pollution abatement suggestions to involve the selection of environmental technologies/equipment to address non-compliance issues and bad practices, the cost of abatement suggestions.
- Respond to comments received from MoE on the final EA/CAP reports;
- Health and Safety observations and improvement suggestions.
- Prepare a note on lessons learned

Description
The Regional – Governance and Knowledge generation (ReGoKo) Project, implemented by the Plan Bleu, is carrying out activities in Lebanon, to support the Ministry of Environment (MoE) in implementing the Lebanon Environmental Pollution Abatement Project (LEPAP) - a World Bank (WB) initiative. LEPAP is designed to support the MoE in establishing a mechanism that would support the industrial enterprises in their compliance to the stipulations of Decree No. 8471/2012 and to foster pollution abatement investments from technical and financial standpoints.
Industrial enterprises are required to carry an environmental audit (EA) and set a compliance action plan (CAP) at facility level (as required by Decree No. 8471/2012) to be eligible to submit their pollution abatement projects for concessionary financing from the World Bank.
This assignment is the second assignment under ReGoKo, to foster the integration of environmental issues into the industrial sector in Lebanon and to support enforcement of existing environmental regulations by providing technical support to industries which have expressed their interest to apply for financing under LEPAP. The EAs to be prepared will provide an analysis of the potential environmental impacts of the industrial activities in order to verify their compliance with all Lebanese regulations. Moreover, the EMP/CAP will provide information regarding the needed mitigation measures, the monitoring and control program and the cost estimates of the mitigation plan.
