Prefectures of Korinthia & Trikala: Public Private Partnerships (PPPs) on their administrative buildings, Greece

Type of Services

LDK, along with Doxiadis Associates, won the public bid for the provision of technical support and assistance to the SSPPP and the prefectural administrations, focusing in following sectors:

  • Finalisation of the pertinent business plans, the partnership form and the allocation of risks between the collaborating parties, as well as the safeguarding of the value-for-money of the prefectural administrations;
  • Set-up of the technical specifications for the construction, operation and maintenance;
  • Drafting of the concession contracts and procurement documentation;
  • Evaluation of the submitted proposals and provision of assistance in the negotiation process;
  • Transfer of know-how on PPP project realisation and procedures to the public bodies.

Description

The interministerial committee for Public Private Partnerships (Ministry of Economy and Finance & Ministry of Environment, Physical Planning and Public Works) approved the subordination of the Real Estate Development of Administrative Buildings for the Prefectures of Korinthia and Trikala under the Public Private Parntership (PPP) scheme. Consequently, the responsible body for the project is the Special Secretariat for PPPs (SSPPP) along with the respective prefectural administration, which procured the provision of consultancy services for the maturity and construction of this project.

This PPP project is part of the strategic plans of the Region of Peloponnisos and the Region of Thessalia, for solving the accommodation problem of the prefectural administrations, replacing leased buildings with modern ones that cover all required construction and function specifications. During the 25-year operational period, better facility management and maintenance of infrastructure will be achieved, by setting high quality and availability standards, upon which the reimbursement of the private sector will depend.

The new buildings will cover all the respective needs of all the divisions of the two prefectural administrations, now being accommodated in leased buildings and facilities around the prefectural capital cities.
